PROBLEM TO BE SOLVED: To accurately keep and control a foundation wood part, by readily measuring the water content of the foundation wood part of a wooden building and readily obtaining the data necessary for judging a biological deterioration state. SOLUTION: A notch 3, forming a gap between the concrete foundation 1 and the foundation wood part 2 provided to the top part of the concrete foundation 1 on which the foundation wood part 2, is arranged almost horizontally, and a plurality of electrodes 41, 41 are driven in the undersurface of the foundation wood part, exposed to the notch part, and the lead wires 42, 42 connected to the electrodes are connected to a plurality of connection terminals 43, 43 being connectable to the terminal of a water content measuring instrument 5 from the outside. After the completion of the wooden building, the water content of the foundation wood part 2 is measured periodically, and when the measured value becomes saturated to the water content or higher, the collection and analysis of the wood sample of the foundation wood part 2 and the observation of the interior of the foundation wood part 2 by a scope are performed to judge the degree of hazard with respect to the decaying degree of wood.
