PROBLEM TO BE SOLVED: To compare and efficiently connect vehicle request information and load request information and to improve the efficiency of physical distribution. SOLUTION: The vehicle request information including a vehicle request condition is received and registered in a vehicle request file and the load request information including a load request condition is received and registered in a load request file. The vehicle request condition of the vehicle request information registered on the vehicle request file and the load request condition of the load request information registered on the load request file are compared and whether or not to allocate a vehicle is judged.
