PROBLEM TO BE SOLVED: To provide a fixing heater quick on start-up which the fluctuation of resistance values of a resistance heating element is small and stabilized for a long period of time in a thermo cycle by turning on and off, or at high temperature, and to provide an image forming device. SOLUTION: The fixing heater has the resistance heating element 3 formed by printing a resistor essentially consisting of an Ag-Pd alloy in which weight ratios of silver (Ag)/palladium (Pd) are 40/60-59.9/40.1 on one surface of a heat- resistant electric insulation substrate 2 essentially consisting of aluminum nitride.
