PROBLEM TO BE SOLVED: To provide a panel heater and its controlling method enhancing versatility by thinning the thickness of the product and capable of reducing the amount of power consumption in the control of the panel heater. SOLUTION: In a heater in which two panels having grooves are connected in such a manner that the grooves are opposed, and in which the panels are heated by allowing a heating medium to pass through a space part formed of the grooves, the panel heater has the length of the groove side in a vertical section orthogonal to the direction in which the heating medium in the groove provided in the panel that becomes the upside when mounted passes through made shorter than the length of the groove side in the vertical section orthogonal to the direction in which the heating medium in the groove provided in the panel that becomes the downside when mounted passes through.
