PROBLEM TO BE SOLVED: To quicken inter-analog/digital data conversion by quickening the arbitration of a request item. SOLUTION: An A/D converter is largely classified into an analog control part 10 and a digital control part 20. In the analog control part 10, an A/D converting part (ADC) 12 converts an analog input fetched through a multiplexer 11 into a digital value. In the digital control part 20, A/D conversion requests constituted of total (m) pieces of request items are respectively fetched as the flag information of R1, R2,...Rm in an arbitration control part 21. The arbitration control part 21 selects the request items to be executed by using a function F for operating the binary weighting of all the flags Ri (i: 1-m) at each time of arbitration, and outputs the selected request items to the A/D converting part 12 in the analog control part 10. A data control part 22 fetches result data after A/D conversion by the A/D converting part 12, and successively stores the data in a data register part 23.
