PROBLEM TO BE SOLVED: To provide a device along with a process that simplifies the creation of programs for a programmable logic controller. SOLUTION: The display screen of the program making device 1 displays an A-IN input terminal block 21 and an A-OUT output terminal block 22, corresponding respectively to the input and output terminals of the programmable logic controller. In between these are displayed more than one module blocks. Each block contains a module program that performs prescribed operations, and has input and output sections. The module programs are linked by connecting the input terminal block 21 with the input section of a module block, and by linking the output section of the module block to the input section of another module block or to the output terminal block 22. This is the process by which a program is made for the programmable logic controller.
