A setting unit (9) sets the position of a shaft (1). An electrical measuring unit (4) detects and controls the position of the shaft. A mechanical position detection and display unit is provided for displaying the position of the shaft. The electrical measuring unit and mechanical unit are alignable with respect to each other, based on position of the shaft.
