PURPOSE: A system and a method for providing communication network rate are provided to discount telephone rate of a network connector. CONSTITUTION: A network connector connects to a service providing web site(155). The service providing web site(155) compares an ID and a password of the network connector stored in a network connector information database(140) with the ID and the password input by the network connector. In case that a network connector information server(130) allows the network connector to log in, the network connector uses a service provided by the service providing web site by operating a service execution server(170). An incentive calculating server(180) calculates incentives of the network connector by using service breakdown and transmits the incentive to the network connector information server(130). The network connector information server(130) stores the incentives of the network connector in the network connector information database(140). A rate calculating module(117) pays network rate by using the incentives.
