PURPOSE: A prefabricated water preventing sill is provided to easily construct by combining a vertical block and a horizontal block. CONSTITUTION: A horizontal block(22) is horizontally fixed in a horizontal upper face(13) of stairs(1). A cover protrusion(42) of a metal anchor member(4) supports the upper end of a vertical block(21). The metal anchor member(4) functions as an integral combination of the vertical block and the horizontal block(22). In forming the metal anchor member having the same color as a metal non-slip, a water preventing sill(2) is matched with the metal non-slip by the metal anchor member. Moreover, the water preventing sill is quickly installed by simultaneously installing the vertical block and the horizontal block.
