PURPOSE: A communication system for collecting trash is provided to increase the efficiency of a trash-collecting management system by calculating discharge charges according to the weight of trash, and by imposing the discharge charges on a discharger. CONSTITUTION: A government office(10) manages trash collection modules(20) provided from an outer supplier and arranges the modules(20) in suitable places. In addition, the government office(10) issues and distributes an ID card for trash discharge(1) including identification information and a trash basket(2) to each citizen. In case that the citizen uses the trash basket(2) and the basket(2) is full, the citizen move the basket(2) to the place for arranging the collection modules(20). The citizen inserts the ID card(1) into a card reader and puts trash into a trash collection box. Identification information on the ID card(1) and weight information on trash are transmitted to a central server through a wireless network(60) and network equipment. The trash collection modules(20) continuously check whether the trash collection box is full. The central server determines whether the trash collection box is transferred. The central server calculates the charges for discharging trash.
