PURPOSE: A screen ratio changer is provided to change an input image of an optional screen ratio into an image of other screen ratio. CONSTITUTION: A decoder(101) decodes an encoded video bit stream and samples a motion vector from the decoded video signal. The first and second frame buffers(102,103) sequentially store the decoded video signal or a digital sampled video signal. A motion vector estimating section(104) compares a current frame signal stored in the first and second frame buffers(102,103) with a previous frame signal stored therein and estimates a block motion vector. A motion vector filter(105) filters the estimated motion vector and a motion vector from the decoder(101). A global motion information sampling section(106) samples global motion information from the filtered motion vector from the motion vector filter(105). A composite image generator(108) generates a composite image using the sampled global motion information and the filtered motion vector. |
