PROBLEM TO BE SOLVED: To provide a community symbiosis plant for environs as target not only in ordinary time but also during the occurrence of disasters such as a great earthquake or the like in order to supply energy, information and necessaries required for regional economic activities and living for residents such as electric power, communication, information, hot water, drinking water or the like. SOLUTION: A plant foundation body 15 and a plant managing foundation body 26 are provided independently each other on the ground 3 or a ground foundation 17 through a seismic isolation equipment 16 for reducing the seismic force during earthquake, plant facilities 10 for supplying at least electric power and heat are installed on the plant foundation body 15, plant operation and crisis control facilities 20 for operating and managing the plant and also coping with the disaster are installed on the plant operation foundation body 26 and are capable of supplying electric power, communication, information, hot water, drinking water, energy, communication and information and necessaries indispensable for the regional economic activities and the living of the residents in the surrounding region as the target in the configuration. |
