PROBLEM TO BE SOLVED: To decompose a harmful polyhalide compound in a powder material and to make the compound harmless. SOLUTION: The powder to be processed and the carrier gas are introduced from an upper waste gas pipe 1 into the device body. An expanded part (A) is provided with a high temperature radiating body 3 which is heated by a heater 6 disposed around the body 3. The heat radiated from the radiating body 3 rapidly heats the fine particles in the waste gas 11. The surface of fine particles is rapidly heated by the heat radiated from the high temperature radiating body 3 and a harmful polyhalide compound depositing on the surface is thermally decomposed. Since the heat source is the radiative heat, the gas in the waste gas 11 is not heated but only the fine particles in the waste gas 11 are selectively heated. After the fine particles pass the zone where the particles receive the radiative heat from the radiating body 3, the surface of the fine particles are rapidly cooled by the waste gas 11 keeping the low temperature. Thereby, the harmful polyhalide compound once decomposed is not synthesized again.
