PROBLEM TO BE SOLVED: To provide a tunnel back-filling device excellent int cut-off efficiency. SOLUTION: The tunnel back-filling device is constituted of a pedestal ring 26 provided to the inside of an inner cylinder 20 in a movable manner in the direction of the axis, a holding jack 25 capable of pushing and driving the pedestal ring 26 in the direction of the axis relatively to the inner cylinder 20 and a sealing member 27 provided to the pedestal ring 26 capable of coming into contact with the end 50a of a tunnel lining 50 inserted into the inner cylinder 20 in the direction of the axis and formed in the shape of a ring. The cut-off of water is realized by bringing the end 50a of the tunnel lining 50 into sealing contact with the sealing member 27 in the direction of the axis.
