PROBLEM TO BE SOLVED: To provide a hydrophilic coating film formable without using a baking process, having water resistance and free from the danger of the deterioration of the base material, and provide a substrate having such hydrophilic coating film and surface hydrophilicity. SOLUTION: The objective hydrophilic coating film is composed of a base layer formed by using a coating material for base layer containing an acrylic polyol resin having an alkoxysilyl group as the coating film material and a catalyst accelerating the curing reaction of the resin and the condensation reaction of the silanol group as essential components and a surface layer formed by using a coating material for surface layer containing alumina and a partial hydrolytic condensation product of an alkoxysilane compound expressed by formula (R1)n-Si-(OR2)4-n (R1 is a 1-6C alkyl, an epoxyalkyl, an aryl or an alkenyl; R2 is a 1-6C alkyl; and (n) is 0-1) The substrate having hydrophilic surface is produced by forming the hydrophilic coating film on the surface of a substrate.
