PROBLEM TO BE SOLVED: To provide a cutter with a grinding wheel for cutting and a stationary member therefor, capable of maintaining light weight and rigidity and improving processing precision. SOLUTION: This cutter is provided with a disc-shaped grinding wheel for cutting of ultra abrasive grain fitted fixedly and a fixing jig 2 disposed so as to sandwich both sides of the grinding wheel 1 for cutting to fix the grinding wheel 1 on a rotating shaft, wherein the natural frequency of the fixing jig 2 is not less than 1 kHz to not more than 5 kHz higher than that of the grinding wheel 1 for cutting.
