PROBLEM TO BE SOLVED: To obtain a starch composition having good properties both for diluting and for dispersing in an economically permissible style. SOLUTION: This composition for diluting and dispersing comprises a highly crosslinked starch granule sealed in a matrix of a previously gelatinized starch and having restricted swelling in an effective ratio.
