PROBLEM TO BE SOLVED: To obtain excellent percutaneous absorption of active ingredients, particularly water-soluble active ingredients and excellent feeling of use and convenience. SOLUTION: A percutaneous administration type formulation contains (A) a polymer mixture forming surface segregated membrane which is combination of silicone polymer or polymer having fluorinated carbon chain and water-soluble polymer and (B) active ingredients. The silicone polymer is an organopolysiloxane having weight average molecular weight of 50,000-500,000, wherein an intramolecular organopolysiloxane segment (a) and poly(N- acylalkylenimine) segment comprising repeated units represented by formula I (b) are bonded at the end or side chain through alkylene groups having hetero atoms. The polymer is an oxazoline-modified organopolysiloxane wherein (a)/(b), the weigh ratio of (a) to (b), is 98/2-40/60.
