PROBLEM TO BE SOLVED: To provide a head chip and a head unit which can be driven at high speed and can be manufactured relatively easily. SOLUTION: A head chip 10 ejects ink filling a groove 12 made in a piezoelectric ceramic plate 11 from a nozzle opening 27 by applying a drive voltage to an electrode 15 provided on the side wall 13 of the groove 12 thereby varying the inner volume thereof. A part 11b having a permittivity lower than that at the substantial driving part of the piezoelectric ceramic 11 is provided on the underside of the electrode 15 at least in a region other than the substantial driving part of the piezoelectric ceramic plate 11.
