PURPOSE: A system for issuing a card promptly in a member store through a communication network and a method thereof are provided to embody a credit card number if a member store requests an issuing a credit card through a communication network as the Internet and to approve a sale using the credit card number. CONSTITUTION: If an issuing of a credit card is requested from a member store terminal through a communication network(20), a card issuing server requests client's basic information(22). It is detected whether the client has a qualification for receiving the card(24). If the client is decided as a qualification for receiving the card exists or not, the card issuing server requests client's detail information(26). The card issuing server creates an inherent credit card number and provides the credit card number to the member store terminal(28). If a commodity purchase is requested by the credit card number, the card issuing server approves an electronic payment(30). After the approval of an electronic payment, the company managing the card issuing server checks the client(32). If the client is decided as a normal user, an actual card is issued to the client(34).
