PURPOSE: An electrostatic discharge(ESD) protection circuit is provided to stably protect an internal circuit, by immediately reducing or supplying current regarding a signal of an extremely high or low voltage to make an input voltage uniform. CONSTITUTION: An electrostatic discharge(ESD) protection circuit part(22) maintains a uniform level of a signal inputted through a pad(21) by using an output signal of an input buffer as an input signal. A resistive device is connected to an output terminal of the ESD protection circuit part. An input buffer part(23) outputs a signal of a level opposite to the output signal from the ESD protection circuit to an internal circuit and to an input signal of the ESD protection circuit part.
