PROBLEM TO BE SOLVED: To provide a method for reducing a required time to select an active system or a standby system while keeping the quality for a service management job that is a requirement of a service management job system. SOLUTION: The service management system consists of a gateway function group, a service management job function group and a service management system including a database, where the gateway function group is provided in duplicate as active function groups or the service management job function group and the database are in duplicate as active function groups and active databases. A job text holding function is interposed between the gateway function group and the service management job function group to smoothly select an active system or a standby system.
