PROBLEM TO BE SOLVED: To circulate a recording medium where contents information is recorded continuously even when the contents information is distributed through a communication network. SOLUTION: The contents information is distributed from an information supply station 20 to a terminal device 30 through the communication network 60. The contents information is distributed secondarily to another device 30 even from the terminal device 30-1 of the owner of the recording medium where the contents information are recorded. Medium owner information is supplied from the device 30-1 to the supply station 20. Charging reference information showing the use state of the distributed information is supplied from the device 30 to the supply station 20 at specific intervals of time. The supply station 20 generates use information showing the use state and users by pieces of contents information and supplies it to an information provider 10. The provider 10 charges the users. The medium owner information is used to distribute some of the use charges collected from the information users through the charging process to the owner of the recording medium.
