<p>PROBLEM TO BE SOLVED: To provide a moving picture coding apparatus that revises a value of a quantization scale in the unit of macro blocks so as to conduct code quantity control on the basis of high efficiency coding of a moving picture especially on the basis of a generated code quantity and an average quantization scale of a coded image and to provide its method. SOLUTION: The moving picture coding apparatus conducting moving picture coding is provided with a means 23 that detects a generated code quantity of each picture, a means 22 that detects an average quantization scale of each picture, a means 25 that detects a coding image characteristic of a received moving picture, a means 30 that receives the generated code amount, the average quantization scale and the coded image characteristic to decide an initial value of the quantization scale in a first macro block of a picture to be coded next, and a means 14 that decides an assigned code of a picture to be coded next on the basis of the generated code amount, the average quantization scale and the coded image characteristic and decides the quantization scale in each macro block of the picture to be coded on the basis of the decided assigned code amount of the picture to be coded next, an initial value of the quantization scale in the first macro block of the picture to be coded next and the generated code amount.</p> |
