CODING FORMAT CONVERTER AND ITS METHOD, CODING SIGNAL GENERATOR AND ITS METHOD

PROBLEM TO BE SOLVED: To provide a coding format converter that can reduce a processing amount without degrading the signal quality, decreases a time delay and prevents the converter configuration from being large-sized in the conversion of e.g. an MPEG1 picture coding bit stream into an MPEG4 picture coding bit stream. SOLUTION: A bit reader 130 reads an MPEG 1 parameter from an MPEG1 picture coding bit stream. A switching processing section SW1, a register group 139, and a discrimination processing section 140 classify the MPG1 parameter into (A) where the MPG1 parameter is used as it is as an MPG4 parameter depending on the parameter, (B) where the MPG1 parameter is decoded into an MPEG1VLC and encoded into an MPEG4 VLC, and (C) where the MPG1 parameter is decoded into the MPEG1VLC, converted into the MPEG4 parameter and encoded into the MPEG4VLC.
