PROBLEM TO BE SOLVED: To reduce the communication cost between an OPS and exchanges even when many exchanges are used by a communication network. SOLUTION: The communication network consists of a plurality of exchange groups and each exchange group includes at least one exchange provided with an OPS interface. The exchange without the OPS interface exchanges a signal with an OPS via an exchange having the OPS interface in the same group.
