PROBLEM TO BE SOLVED: To suppress a waste of a gas or a water to a minimum limit by rapidly and surely detecting a release of a drain plug or the like. SOLUTION: If ON of a water flow switch cannot be confirmed even when 50% of a set hot water amount is filled, a circulation is stopped, hot water supply and combustion are started (S54), and only 10% of the set hot water amount is filled (S55). Thereafter, the circulation is again started (S57), and whether the switch is ON for one minute or not is decided (S58). The filling of the 10% of the set hot water amount and the confirmation of the ON of the switch are repeated. If the confirmation of the ON of the switch is not conducted even if the filling amount arrives at the 90% of the set hot water amount, a pump is turned OFF in a step S60, and it is informed by flashing of a lamp of a remote controller.
