PROBLEM TO BE SOLVED: To prevent a cutter or the like of a drilling machine from biting a working face for realizing smooth work. SOLUTION: This device is composed of a base seat ring 26 having a front side part 26a which can be axially applied to an end part 50a of a tunnel lining 50 axially movably provided inside an inner cylinder 20 and inserted into the inner cylinder 20, and a jack 25 which can be driven to axially press base seat ring 26 to the inner cylinder 20. In placing backfilling material, the base seat 26 is pressed to be axially applied to the end part 50a of the tunnel lining 50 through a seal member 27, so axial move of an outer shell 2 can be prevented to prevent a cutter 7a from biting the ground 70.
