PROBLEM TO BE SOLVED: To provide a transmitter where an active traffic is speedily switched, while maintaining reliability. SOLUTION: The transmitter is provided with a path information managing part 202 for managing path connection information, for the active traffic and path connection information for a spare traffic, a control data mapping processing part 203 for mapping the present setting states of the active traffic and the spare traffic as control data at the control place of each traffic transmitting board, based on the path connection information concerning the active traffic and the spare traffic to generate a control data mapping table 204, and a switching control processing part 201 for switch control from the block of an active system to that of a spare block, by referring to the table 203 when a fault occurs in a specific traffic transmission board.
