PROBLEM TO BE SOLVED: To reduce the deterioration in a throughput due to concentrated traffic in a radio LAN system that communicates a base station and a terminal station by using the CSMA/CA system. SOLUTION: Base stations A-D select a terminal station whose traffic is specified traffic or over among terminal stations under their control when the traffic is specified traffic and conduct processing to select a channel of other base station when the traffic is the specified traffic or below. In this case, the channel of other base station whose traffic is not more than the specified traffic is decided on the basis of the monitor result by other channel monitoring receivers a1-d1.
