PROBLEM TO BE SOLVED: To prevent compressed data from exceeding the idle capacity of a storage medium and to prevent the remarkable deterioration in the picture due to compression larger than necessary in the case of performing variable length compression. SOLUTION: This picture processor has a picture reading part 109 for reading an original to output picture data, a JPEG compression part 203 for applying variable length compression processing to the picture data outputted from the picture reading part, a table 206 for deciding a compression parameter to be used for the compression processing by the JPEG compression part based on the picture data compressed by the JPEG compression part, and a CPU circuit part 110 for controlling the processor to read the original twice by the picture reading part, to decide the compression parameter by the table based on the compressed data of the picture data obtained by the first reading and to perform variable length compression processing to the picture data, which is obtained by the second reading, by the JPEG compression part by using the decided compression parameter.
