PROBLEM TO BE SOLVED: To provide a rush mat which is light weight, strong, and rigid and has neither warp nor shrinkage by using stems of plants which are not effectively used at present. SOLUTION: In a rush mat bed, at least on one side of a plant stem board containing plant stems keeping the shape of the stem like a sheet, at least one kind of sheet among paper, cloth, non-woven fabric, metal, a sheet formed by stacking a vapor impermeable thin film on the above, thermosetting resin, and thermoplastic resin is stacked to form a plant stem stacked board, and a rush mat is installed on the board by a well-known method.
