PROBLEM TO BE SOLVED: To close a gap between a seismic isolation structure such as a seismic isolation building and a non-seismic isolation structure such as a fence by using panels, for which opening and closing operation can be performed easily and safely and hardly generating noise during strong wind by preventing disturbance given to the neighborhood thereby creating a high degree of design freedom and corresponding to the situation of installation. SOLUTION: This is an board-shaped external panel 4 so arranged to close a gap between a seismic isolation structure 1 such as a seismic isolation building and a non-seismic isolation structure 2 such as a fence placed side by side outside the seismic isolation structure 2 and is constituted with a first panel 5 and a second panel 6 which are mutually folded and bent freely with the tip portion butted, the base end portion of the first panel 5 is attached to the seismic isolation structure in a freely rotatable manner, the base end portion of the second panel 6 is attached to the non-seismic isolation structure 2 in a freely rotatable manner, the first panel 5 is attached to an outer panel 8 coupled to the second panel 6 and to the seismic isolation structure 1 and is formed with the inner panel 9 combined in a freely slidable manner in the outer panel 8.
