PROBLEM TO BE SOLVED: To provide an encrypted message distribution system that can separate encryption relating processing required for each recipient from distribution relation processing for message transmission control so as to enhance the security of message distribution by protecting it from leakage or falsification of information. SOLUTION: The encrypted message distribution system is provided with a message distributor 2 that receives a destination group name denoting a set of a plurality of recipients and an encrypted message from a sender terminal 1, analyzes the destination group name to decide destination information for each recipient, transmits the encrypted message and the destination information to an encryption proxy unit, captures a new encrypted message generated by the proxy unit and transmits it to a recipient terminal 5 according to the destination information and with the encryption proxy unit 3 that decodes the encrypted message received from the message distributor by a private key set in advance, encrypts it with a public key retrieved by destination information received from the message distributor and transmits the encrypted message to the message distributor as a new encrypted message.
