PROBLEM TO BE SOLVED: To provide a heat developable image recording material particularly for a photomechanical process and for a scanner and an image setter excellent in productivity and excellent also in suitability to heat development. SOLUTION: In the heat developable image recording material with at least one image forming layer on the base and at least one protective layer on the image forming layer, (1) the binder of the protective layer comprises a polymer using at least one monomer having >=0.1 mass% solubility to water at 25 deg.C as a monomeric unit and having an I/O value (given by dividing the inorganic value by the organic value based on an organic conceptual diagram) of 0.55-1.0 and (2) the viscosity of a coating fluid for the image forming layer is >=100 mPa.s as viscosity at 0.1 s-1 shear rate at 25 deg.C.
