PROBLEM TO BE SOLVED: To provide a soft hand-off method that is optimized from the aspects of interference and resource so as to avoid call interruption and deterioration in speech quality. SOLUTION: The hand-off method adopting the CDMA system uses a mean value of pilot signal strength of all base stations belonging to an Active Set as a threshold value being a reference of conducting hand-off.
