PROBLEM TO BE SOLVED: To provide the controller of an EEPROM with high extendibility for reducing the deterioration of control characteristics and for easily performing design change or the like. SOLUTION: In an electronic controller using an EEPROM 6 common to plural application programs, each application includes a request program for making an access request to the EEPROM 6 to a common arbitrating means 11. The arbitrating means 11 is allowed to control the reading and writing of data for the EEPROM 6 and to control the supply of data to the application program in response to the access request.
