PROBLEM TO BE SOLVED: To provide a special document management system which makes forgery difficult and surely discriminates forgery. SOLUTION: This system comprises a special document issue system 20 composed of a 1st watermark input means 3 which embeds electronic watermark in digitally-converted document information, a 1st information management database 4 which records the electronic watermark by pieces of document information, a 2nd watermark information input means 6 which inputs watermark information to special paper 5, a 2nd information management database 7 which records the watermark information by sheets of special paper 5, a printing means 9 which prints the document information 1b having the electronic watermark information embedded on the special paper 5, and a 3rd information management database 11 wherein special document issue information is individually recorded and a special document decision system 30 composed of a special document decision means 17 which decides whether or not a special document is genuine. |
