PROBLEM TO BE SOLVED: To provide a vehicle position reporting device loaded on a vehicle and capable of surely reporting the vehicle position at need and a vehicle position reporting system using the same. SOLUTION: When an inquiry signal is received by a car telephone set 3, a control circuit 5 extracts time T contained in the inquiry signal and transmits a response signal containing position information inputted from a GPS receiver 4 via the car telephone set 3 to a communication network later at the interval of time T. When the inquiry signal is received, the control circuit 5 turns on an ordinary opening side contact (c-a) of a relay switch 14. When it is detected that an on-vehicle battery 9 is electrically detached, a power source monitoring circuit 12 turns on the ordinary opening side contact (c-a) of a relay switch 13 and supplies power from an auxiliary battery 11.
