PROBLEM TO BE SOLVED: To obtain stable operation by preventing the occurrence of a situation where only imperfect information is stored due to the overflow of a memory white storing information. SOLUTION: A memory residual amount detecting means 9 detects the memory residual amount M of a memory 30. A threshold generating means 41 outputs a threshold Mth concerning the memory residual amount M of the memory 30. A comparing means 53 compares the residual amount M detected by the means 9 with the threshold Mth outputted from the means 41. A priority order deciding means 51 decides a priority order concerning storing permission to the memory 30. When the means 53 decides that the residual amount M is lower than the threshold Mth, the means 52 selects storing operation for permitting storage to the memory 30 in accordance with the priority order.
