PROBLEM TO BE SOLVED: To provide a decoder which can perform error correction/descrambling processing of a product code at a high speed. SOLUTION: Data is read from a buffer memory 11 and data subjected to error correction processing by an error correction circuit 12 is used directly. A descrambling circuit 13 performs a descrambling processing without accessing the buffer memory 11 again.
