PROBLEM TO BE SOLVED: To charge a telephone network side in accordance with a communication data amount in the original meter rate charging of data communication to the Internet. SOLUTION: The number of a portable terminal 10 to be applied for meter rate charging is previously set and registered in the storage device 26 of a telephone network exchange 20. When the central controller 27 of the exchange 20 decided whether the communication terminal is the one for the application of meter rate charging or not by referring to the storage device 26 when the calling of the terminal 10 is detected. When the terminal is the one, a tone monitor device 23 is connected to a line to which the terminal is connected and it is decided whether the communication terminal 10 is under communication or not by whether a tone is detected by the device 23 or not. The central controller 27 calculates an actual data communication total time based on intermittent time information of data communication, which is obtained by the existence of tone detection, and performs a charging processing by obtaining a charging object time based on the calculated time.
