PROBLEM TO BE SOLVED: To provide information recording and reproducing method and device by which a useless rotation waiting time of a disk is suppressed and performance deterioration of information recording and reproducing is reduced even when a retry error occurs at an information recording/reproducing time of the information recording and reproducing device using a disk like information recording medium. SOLUTION: When an error required for a retry occurs, by performing recording and reproducing operation of other information by generation, holding, control of retry information befor a command of the retry is performed actually, the rotation waiting time only for the retry is reduced.
