PROBLEM TO BE SOLVED: To provide a caller no-charge communication system by which connection to a plurality of enterprise servers is attained with a single line in a line exchange network. SOLUTION: In the system, an enterprise, etc., pays communication charge in the line exchange network without claiming the charge to a general user through the use of the incoming charging line of the line exchange network which is contracted between the enterprise, etc., and a communication undertaker when voice and data communication is performed between the general user and the enterprise via a network. A route is formed, which is connected to the enterprise servers by way of an IP network after a signal is taken-out from the line exchange network as an IP packet signal by using not only the line exchange network but also a signal converting device and a connection controller for connecting the general user and the enterprise server. An originator free line in the line exchange network is shared by the plurality of enterprises. The distribution of connection to the enterprise servers and the itemized details of communication charge are processed in the connection controller.
