PROBLEM TO BE SOLVED: To provide a VCO having a function similar to an inverter composed of much more odd stages corresponding to an input from the outside with the odd stages of inverters of less stages. SOLUTION: This device is provided with an inverter 100 serially connecting a single inverter or odd stages of inverters, a counter circuit 102 and a comparator circuit 101, the input signal of the inverter part 100 is inverted each time the counter circuit 102 is reset, and an output signal OUT of the comparator circuit 101 is defined as a VCO output signal.
