PROBLEM TO BE SOLVED: To provide an image forming device capable of effectively restraining the occurrence of irregular transfer and the deterioration of transfer efficiency and forming a high-quality color image by reducing a revere transfer phenomenon at the time of primary transfer. SOLUTION: When the surface roughness Rz of a photoreceptor 1 is defined as d1, the surface roughness Rz of an intermediate transfer belt 10 is defined as t1 and the volume average particle size of toner is defined as D, they are set to satisfy relation d1<=D, t1<=2D and d1<;t1. By setting them within such a range, toner scraping force by the surface of the intermediate transfer belt and the higher part of the surface of the photoreceptor 1 gets larger on an intermediate transfer body side than on an image carrier side, so that the movement of the toner from the intermediate transfer belt side to the photoreceptor side is restrained. Since the toner is prevented from being perfectly embedded in the lower part of the surface of the photoreceptor but is sufficiently held at the lower part of the surface of the intermediate transfer belt, the reverse transfer phenomenon is reduced.
