PROBLEM TO BE SOLVED: To realize a software synthesizing device for reducing software management costs by reducing the kinds of control ROM for each integral equipment and the number of the control ROM included in the integral equipment, and reducing the useless area of the ROM. SOLUTION: This device is provided with a CPU 1001, an RAM 1003, an ROM reading means for reading data from an ROM 3001 on a component unit 3000, and an ROM manufacturing device 1200 for writing data in a control ROM 4000. The ROM reading means successively reads control software modules stored in the ROM 3001, and stores all of them in the RAM 1003, and the CPU 1001 extracts the necessary parts from the stored control software modules, and edits them, and synthesizes control software, and the ROM manufacturing device 1200 writes the synthesized control software in the control ROM 4000.
