PURPOSE: A method for downloading a program of a subscriber transmission device is provided to shorten a program download time by simultaneously designating all ONUs(Optical Network Units) for performing a same function of a certain site in case of downloading control instructions or control programs generated in an NMS(Network Management System) to the ONUs for upgrading a program installed in the certain site. CONSTITUTION: If a program download instruction is generated by an operator of an NMS(s805), the NMS generates a download request PDU(Protocol Data Unit) using downloading program information(s810) and transmits the download request PDU to an HDT(Host Digital Terminal)(s815). The HDT generates an ATM cell bus frame with reference to the download request PDU(s820) and broadcasts the download request PDU to an ONU using the ATM cell bus frame(s825). The ONU analyzes the download request PDU and generates a response protocol data(PDU)(s830), and transmits the generated PDU to the HDT(s835). The HDT transmits the received response PDU to the NMS(s840), and the NMS analyzes the received response PDU(s845) and performs the process according to the analyzed result. If the downloaded result is normal as a result of the analysis, it is confirmed whether the download is completed(s855). If the download is completed, the download procedure is stopped.
