The present invention provides, in one aspect, a computer-implemented method for encoding video data that includes a first frame and a subsequent frame. The first frame is segmentable into at least one first block, and the subsequent frame is segmentable into at least one subsequent block. The method involves obtaining the first frame, and obtaining the subsequent frame in luminance and chrominance space format. A motion analysis is then performed between the subsequent frame and the first frame, and the subsequent block is encoded. Encoding the subsequent block involves using an encoding table generated from an encoding codebook which is designed using a codebook design procedure for structured vector quantization.
