A bipolar membrane having a cation exchange membrane and an anion exchange membrane being bound with each other, characterized in that an ion exchange resin powder having a metal ion or a metal complex ion which has been incorporated by ion exchange, the metal being selected from among the metals having an atomic number of 20 to 90, such as titanium, zirconium, tin, iron, ruthenium and palladium, is caused to be present in the binding interface. The bipolar membrane exhibits a reduced water dissociation voltage and a high current efficiency under a high current density for a long period of time, and also is free from the occurrence of blisters.
